Subsequent to the briefing session, the Committee identified key themes and particular areas for further discussion and invited the Department and the Ingonyama Trust Board for further deliberations. Further deliberations mainly drew on prior engagements between the Committee and other oversight government institutions; namely, the Public Service Commission, the Department of Performance Monitoring Evaluation, and the Auditor-General of South Africa. The Committee also drew on its own Budget Recommendations Review Reports to further deliberate the Department's performance on targets and indicators, strategies to achieve strategic-oriented goals. The Committee further assessed whether the resources were adequately allocated; that there was adequate capacity to enable the Department and the Ingonyama Trust Board to deliver on their respective mandates. The central element to the Committee's approach was to ensure that there was alignment to policy pronouncements emanating from the State of the Nation Address, National Development Plan, and the National Growth Path. The discussion was focused on the policy provisions for, and implementation of, the sustainable programmes of land reform and rural development; for example the reopening of the lodgement of land claims, settlement support and development of rural youth through National Rural Youth Corps (NARYSEC).
