[Mr A D MOKOENA: Hon Chairperson, I greet you. Greetings to the Minister of Public Enterprises, hon Malusi Gigaba, who is motivated and efficient, and also to his deputy, hon Bulelani Magwanishe, and to the director-general of this department, Tshidiso Matona, who is highly motivated. You have heard how hon Nana was admiring him. I would also like to thank all Members of Parliament who are here, other Ministers, as well as guests who came to listen to the debate about the Budget Vote of the Department of Public Enterprises.
I stand here to support the Budget Vote of about R236 million, which has been allocated to this department to enable it to fulfil its mandate. I am going to focus more on Denel, which is very important because it is the company that manages and monitors the business of government's defence equipment.
Let me start by saying that we are very grateful that Cabinet has provided financial assistance to the amount of R700 million to assist Denel in its application for additional allocations in order to enable it to complete its mandate. Nonetheless, we do not appreciate the slow pace in which the money was made available. This did not make it possible for Denel to complete its entire mandate.
Let me also take my hat off to the Board of Directors of Denel, which is under the management of Chairperson Zoli Kunene, as well as to the Group Chief Executive Officer, Riaz Saloojee. We, as the committee, are very happy with the co-operation we are receiving from them because they have a huge responsibility. Whenever we call them they come to explain, and they are trustworthy. They are not corrupt and they do not hide like those who came before them who were doing what the children call "hide and seek"! [Laughter.]
This made Denel appear as if it was not performing well. We are very proud of you and are here to support you. If you do not do the right things we will speak against that, but we will encourage you when you do the right things.]
As I have indicated, my focus area is Denel. I want to make a few quick points: What is the mandate of Denel? Its mandate is that of a primary strategic supplier of defence material and equipment to the SA National Defence Force. That is its mandate and it is incorporated in the Companies Act. When was Denel established? It was established in 1992, but its precursor was the SA Royal Mint, which underwent transformation and became Pretoria Metal Pressings, which is now part of Denel. What are Denel's capabilities? It has astounding technological abilities, especially in cutting-edge technology. It has high-profile programmes such as the Hoefyster and the Rooivalk, to mention a few. Denel has positioned itself as a contractor for overseas companies to handle their testing, trials, design, innovation and training as well.
As a portfolio committee we have been privileged to visit Denel several times. We were intrigued by the enormous capacity for technology and high science that we saw. However, because of the fact that it was badly run in the past, the South African public could not appreciate this big asset that we have. The past! Your past! [Laughter.] [Applause.]
