Speaker, I rise on a point of order: I am here and understand what the hon Minister is saying, but there is a convention that if a member wants to react to what another member said during the debate, it is just a courtesy to inform them that you are going to refer to them in the debate so that they know and are present in the House. I don't know if the hon Minister informed those members that she was going to refer to them. [Interjections.] If she did and they are not present, then I understand what she is saying, but if she had not informed them, then they cannot know that they should have been here to be replied to.
