Mr Speaker, Mr President, your response to this question deals with peripheral issues with regard to meaningful land reform and land tenure reform for the majority of poor South Africans. My question in this regard is: What will you and the Minister of Rural Development and Land Reform do to address the issue dealing with the fact that 27 million South African citizens living on communal land and in former homelands do so with no formal security of tenure? Will you hold discussions with traditional leaders to ensure practical feudal land tenure reform, which the National Development Plan, NDP, refers to as the single biggest threat to comprehensive rural development in South Africa, and especially in the former homelands?
