Mr Speaker and Mr President, there is no doubt that in general terms infrastructure development is a catalyst to sustainable economic development. When we look at some of the kinds of infrastructure development that have taken place in the past two years, like the World Cup stadia that have been built, many of them are standing as white elephants. We need to question the desirability of that kind of investment in South Africa.
But having said that, Mr President, I think we are sitting on a ticking time bomb at the moment because of a number of youth who are unemployed in our country. Some of those youth have tertiary qualifications and some of them do not have those qualifications. Have the President and the infrastructure group taken advantage of the fact that for any future investment in infrastructure, the youth would be favourably considered for employment so that in a few years from now, we can say that many of the youth are gainfully employed in our country?
