In relation to the enabling factors for Thai universal coverage, there was political commitment with a policy agenda setting comprising evidence based policy formulation. The existing functioning of primary healthcare services was close to clients and easily accessible by rural populations. There was government effectiveness in scaling up and sustaining the universal coverage scheme. There was a high capacity on information systems, which enabled monitoring, evaluation and continued systems for fine tuning.
