The German Public Employment Services is responsible for the social security benefits and is being distributed through 156 local offices. The social security system is designed to provide benefits to the unemployed people. The social security system is financed through 3% contribution by the employers and employees that is approximately E30 billion annually. Given the history of divisions between East and West Germany, the PES has been able to use its programmes to integrate and provide equal services to both sides.
