[Mr X MABASA: Hon Chairperson, hon Minister Davies, hon Deputy Minister, Mrs Thabethe, the democratic government of South Africa inherited a system that had to be transformed within a certain period. Through transformation it has made significant strides beyond the frontiers of apartheid under colonial rule.
Since the establishment of the democratic government in 1994 and with the creation of a new economic system, we have seen an improvement in people's living conditions and a reduction in unemployment similar to what happened at the end of World War II.
Nevertheless, the triple challenge which is unemployment, poverty and inequality is persistently pressing despite the visible progress.
My Minister, I would begin by reminding you that there are people who we see pushing trolleys carrying plastic bags and bottles that they are taking for recycling. I plead with you that they be encouraged to start co- operatives. These co-operatives should not only benefit them. They must receive training of a high quality that will empower them and result in job creation.
They should not only be pushing trolleys, but they should also become fully fledged workers who are recycling bottles and plastic bags in a complete economy. This will ensure that they are not perpetually mistreated.
The mistake we are making is to leave everything in the hands of the market. The market is greedy; it never gets satisfied. This is the reminder that I would like to give to the DA members. To my hon members of the DA, Mzwakhe Mbuli says:
When one's mind malfunctions, it affects one's whole person and vice versa.
You must listen carefully so that you may know why I am saying this. Marching is a good thing, but you must know what you are marching for. We must march so that the Land Act of 1913 can be reversed. Nevertheless, the ANC does not say the Land Act of 1913 should leave white people without anything. The ANC says that white people must get something while, on the other hand, blacks, Indians, and coloureds must also get farms to cultivate. If you could march for that, we, together with the Congress of South African Trade Unions, Cosatu, will join you in the march. As the DA, you must march for casual workers so that they are made permanent workers. If you do so, we will march with you. I will indicate to you the similarities: if you allow the market to treat people badly, that's when you want people to line up for the grant system.]
That's where the connection comes. You must make sure that workers are able to look after themselves when they go on pension. [Interjections.] I hope you are not taking my time. If the system is - as the market would wish - that all workers are casual and paid very little, the consequence would be the creation of a very poor nation. [Interjections.] Everybody will be so poor that they will all turn to the grant system. That is not what Minister Davies is standing for. [Interjections.] Just a second! [Interjections.] Minister Davies is standing for the government that President Zuma, in his 2012 state of the nation address, described as follows:
As a developmental state located at the centre of a mixed economy, we see our role as being to lead and guide the economy and to intervene in the interest of the poor, given the history ...

By the way, this separateness was not started by the National Party. It was started by the predecessors of the DA. The National Party merely perfected it. [Interjections.]
Some of the challenges faced by many black-owned small enterprises participating in the mainstream economy are that they have limited access to competitive markets, most of them lack the management skills to operate growing enterprises, and most of their products cannot meet the required quality standards - thanks to apartheid.
Let me proceed and say ... [Interjections.] No, let me go again, for you. I think you have not heard enough. [Laughter.] One of the instruments the DTI applies is the Black Business Supplier Development programme, which was originally introduced in 2002, under the auspices of the World Bank. The DTI later relaunched the programme with the aim of reaching more entrepreneurs, broadening the activities eligible for assistance, and increasing the level of funding support in order to achieve a greater impact on targeted enterprises.
Amendments to the current Black Business Supplier Development programme are primarily aimed at assisting black-owned SMMEs to acquire productivity- enhancing technology. The revised guidelines further seek to enhance assistance to targeted enterprises and in so doing enable them to access opportunities created by the broad-based black economic empowerment policies of this ANC government, and to supply goods and services to the corporate sector, parastatals and government.
Another DTI instrument is the empowerment and enterprise development division, which provides strategic direction in the development of policies and strategies, and seeks ... [Time expired.]
