4. In preparing for the oversight and monitoring visits, the Committee prepared a basic monitoring instrument on the implementation of inclusive education and the state of special schools. This instrument focused on three categories of schools, namely, full-service schools, special schools and mainstream schools. The instrument was developed according to the key criteria set for schools, districts and provinces against which to measure their progress towards inclusion. These criteria were drawn from the Department of Basic Education documents such as the Guidelines for Full-service/Inclusive Schools (2010) and Guidelines to ensure Quality Education and Support in Special Schools and Special School Resource Centres (2007). In drafting the instrument, account was also taken of the views of stakeholders pertaining to inclusive education and special schools as expressed during the Committee's public hearings on Access and Delivery of Quality Education (2010).
