It was concerning that staff of the Department remained in acting positions for long periods of time. This arrangement was temporary, and posed a challenge to the quality of work they produced in that acting capacity, as they could not be assessed on it. Furthermore, it was against the priorities of government to fill vacancies, and create jobs. It was highlighted that matter should be taken up with Minister of Public Service and Administration, as he should be setting the example for the rest of the Public Service with practices in the Department that he was directly responsible for.
