2. Some of the high risk remand detainees visited had been in remand for as long as six years. The NDPP representative explained that most of these detainees had been implicated in organised crime and cash-in- transit heists which were prevalent in the area. 'Trials-within- trials' were not uncommon and further delayed judgements. The seriousness of the crimes committed often made it impossible for courts to grant bail. The High Court has established a special court to deal only with organised crime cases. The region has an organised crime unit which had no commander at the time of the visit.
