A number of other additional concerns were apparent in the cells. One inmate brazenly lit a cigarette in front of both staff and Committee members illustrating quite clearly that this was a normal occurrence, despite a large sign in the front of the cells stating 'No smoking'. His matches were only removed after a staff member was asked by a Member to do so. Cleaners who were chatting to these same detainees later on in the visit, unsupervised through the bars, carried both cigarettes and matches on them and had bought these into the cells.
