Another serious problem noted was that none of the current detainees had been allowed to make phone calls. Even if they had been allowed to do so they could not do so on that shift as neither of the two staff members on shift had been given the pin code of the telephone, and thus could themselves not make calls. It is unclear what would happen in an emergency. This would be compounded by the fact that all of the fire extinguishers checked were last serviced in 2009, and thus may not be in working order. The Occurrence Book at the cells illustrated that more than 75% of arrests at the station were for misdemeanours such as 'urinating in public', travelling without a train ticket and loitering. On discussion with the detectives about this, they stated that arrests for these minor offences could provide leads, through fingerprints, to other more serious crimes. When pressed by the Committee as to how often this occurred, they noted that in not more than 1% of cases were more serious crimes detected in this manner.
