The Provincial Commissioner also stated that the Cluster Commanders were told to go to the stations and to ensure distribution of these cards and there is no excuse for non-compliance in this regard. A person from the Cluster's response that they are responsible for crime rather than administrative supervision was unacceptable. . A disproportionate number of arrests for misdemeanours (such as urinating in public) was a concern. . It was a concern that a junior person was in charge of SAPS firearms.
