All Branch Commanders and Group Commanders should be re-evaluated and corrective measures taken to ensure that they are able to provide both strategic direction and individual direction to persons under their control. Administrative processes should be strictly adhered to. Vacant posts should be filled and training opportunities for detectives should be expanded in order to ensure that all detectives have the training to enable them to do their jobs effectively. All detectives should be given training on the analysis of statistics. Head Office needs to ensure that the system for statistics makes sense. It is unclear why the programme makes it difficult, if not impossible, to break down for example murder and assault GBH cases. These should be separated. Branch and Group Commanders that encourage dishonest practices (such as the signing off on dockets that are not actually in the possession of detectives) in order to make themselves look good should be disciplined.
