The company was privately owned until 2009 when the country was plunged into a spate of blackouts as a result of drought and a lack of hydro-electric capacity generation. The ruling party, however, viewed the outages as sabotage, putting the blame squarely on the private companies that were operating in the sector for poor generation and a low reserve margin.
