7.1.1 The Committee learned the importance of shared values and principles that guide the operation and management of public entities, which include selflessness, humanity, love for the people, commitment and political willingness. 7.1.2 The importance of having a public entity that understands the vision of government and has the political willingness to implement the policies of government. 7.1.3 The vision of government of Venezuela of building a socialist country is translated into the mandates of public entities through the prioritisation of the development and well being of people before profits. 7.1.4 The participation of communities in governance structures of public entities through communal councils and employees through union representatives. 7.1.5 It was reported that public entities are self sufficient and sustainable and do not receive capital from government. Some entities have made profits and the proceeds are used to fund government's developmental agenda.
