7.3 Corporate governance The operations and management of public entities are guided by the policy of government of inclusion, which ensures the participation of communities in the boards and management of entities. The composition of the boards has representation of workers and the community through communal councils and also ensures that a certain percentage of shares is owned by the community. Communal councils are representatives of the community who are directly elected by the community. Public entities are controlled by boards. The majority of such board members are appointed by government.
