Communal councils are responsible for managing all public services in the communities (housing, education, health etc). They also manage a communal bank account belonging to the community. This is to ensure that the people actively participate in the rendering of services and find solutions to challenges facing their communities. The government executes its oversight through the communal council and does not dictate to SOEs what decisions to make. The national budget is based on an estimated oil price per barrel, eg $70 per barrel, with a certain percentage (sliding scale) of the difference between the estimated oil price and the actual or realised oil price being paid into a national development fund, available for use at the discretion of the government.
