10.1 the Department of Higher Education and Training should consider investigating the possibility of Venezuelan scholarship opportunities for South African students to be trained in Venezuela in areas such as engineering and in scarce technical skills needed for SOEs in South Africa involved in the infrastructure build programme. 10.2 the Department of Mineral Resources and South African companies should consider starting negotiations with the Venezuelan government and mining companies regarding techniques for deep mining operations. 10.3 given the fact that Venezuela is one of the leading oil producing countries in the world, with vast oil reserves, the Department of Public Enterprises (DPE) be requested to engage state-owned entities in Venezuela in order to identify possible opportunities regarding oil commodities, including the supply of storage of oil which may be beneficial for both countries. 10.4 the DPE should consider establishing whether there may be any business opportunities in Venezuela for SOEs reporting to the DPE and what assistance the DPE can render in this regard. 10.5 the DPE consider investigating the possibility of inclusive representation on the boards of SOEs in South Africa (eg worker representation). 10.6 the DPE learn from the experiences in Venezuela where SOEs are guided by the values of humanism, focused on delivering affordable services to the people, bring relief to the people in need and are sustainable. 10.7 the DPE should consider exploring the successful developmental role model of SOEs in Brazil in establishing entities based on clear-cut corporate governance principles.
