The average placement rate was reported to be 48% over a period of three years. The unemployment rate was estimated at around 25%. The low unemployment rate was due to the good performance of the farming sector on which the area was dependent. There was no legislation compelling employers to register their vacancies with labour centres and the Committee was requested to assist in addressing this challenge. Employers were not providing sufficient information for posts that were advertised and this excluded people from applying because they could not determine whether they qualified.
