The enforcement was not effective because labour inspectors did not deal with the employer but were instead constantly referred to the manager of the workplace. Employers were frequently not available during the enforcement process. Labour inspectors faced hostility by the employers, particularly farm owners. In this regard, labour inspectors proposed that cases should be referred to the magistrate's court to fast-track enforcement.
