There was a huge gap in terms of communication and co-operation between the management and staff of the labour centre, particularly the Client Services Office. There was discrimination and favouritism in the labour centre because some officials were treated better than others. Client Services Officers were committed to and knowledgeable about their work. Staff had no freedom of expression because they feared intimidation and victimisation by management. The lack of equipment tainted the efforts of the staff to discharge their duties effectively. However the Committee commended the labour centre for its tidiness and hard-working staff, particularly the Client Services Office.
