There was a shortage of labour inspectors. The labour centre only had six occupational health inspectors. Only a few workplaces could be reached with the limited number of inspectors. Inspectors spent too much time on procedural inspections rather than on substantive inspections. Enforcement was not effective because it took a long time to obtain inspection outcomes.
