The Committee noted that more than 70% of the country's road network has reached the end of its life span and that the South African National Roads Agency Limited (SANRAL) is increasingly asked by provinces to assist with the maintenance of provincial roads, which leaves the entity with funding difficulties. The Department of Transport should consider exploring a funding model for road maintenance. Strategies to reduce usage of roads should be pursued. The use of rail for the transportation of goods and passengers should be prioritised.
