According to the Department, the main challenges for inclusive education were: . the lack of capacity to implement the programme at all levels of the system . the need for a multi-disciplinary approach in addressing barriers to learning . the lack of a coordinating framework for providing access to specialised services . inclusive education not being seen as cross-cutting in the system
