That the Council -
1) notes that a Statistics SA report, according to Die Burger in the Eastern Cape of today 11 August, revealed that the Eastern Cape has the highest number of children not attending school in South Africa;
2) further notes that there are 1,7 million scholars in the Eastern Cape, of whom more than 40 000 or 2,42%, aged between 7 and 17 years, are not attending school;
3) also notes that these figures compare poorly to the national 144 000 not attending school, which amounts to 27,7% or nearly one third of our learners;
4) acknowledges that poverty has been entrenched by the poor performance of the Eastern Cape department of education, considering the nondelivery of scholar transport for at least 6 months, nondelivery of stationery and text books, nondelivery on feeding schemes, the delayed appointment of teachers for the 4 000 temporary posts, the lack of ability of that department of education to spend its capital budget by building the much-needed schools and the inability to straighten out the administration of the department ...
