Deputy Chairperson, I move without notice:
That the Council -
(1) notes that the Johannesburg Metro Police have been sending infringement notices to motorists by post instead of by registered mail, making them invalid;
(2) further notes that the Metro Police have failed to adhere to the Administrative Adjudication of Road Traffic Offences Amendment Act, which states that infringement notices must be sent by registered mail;
(3) notes that the bill for this mistake may run into R120 million a year in postage fees; and
5) urges the government and the Johannesburg Metro to address this issue in a timely manner and to ensure that all laws are adhered to on a local, provincial and national government level.
