Firstly, South Africa is no different from the rest of the world in its struggle to achieve a real "joined-up government". Delivery agreements represent an important step forward in the process of moving towards a more integrated government, but we still have a long way to go in this process. Full integration requires the development of a new culture in government - a culture which recognises that real co-ordination involves a negotiation process in which all sides need to make compromises.
