3. The committee observed that the process of land restitution was indeed taking longer than initially anticipated. The committee was aware of the delays due to a range of reasons. One of the constraints related to the amount of resources available for the purchase of land at a market value as required by the Act. It acknowledged that there were problems with regard to ever increasing of land prices and in some cases land being bought at a price higher than the market value.
