I hereby move without notice:
That the Council -
1) notes with utter dismay the serious allegations that were made by a Pretoria mother and primary school receptionist that she was raped by a policeman in the toilets of a police station in September 2009 and that she has been battling apparent cover-ups and sabotaging of identity parades, and has been threatened with death;
2) further notes with utter contempt the allegations that the woman was turned away from the Tlhabane Police Station when she tried to open a rape case and that the Independent Complaints Directorate, ICD, failed to prosecute those responsible for the rape and recommended that they be "disciplined internally";
3) takes this opportunity to condemn in the harshest possible terms such blatant and utter disregard of the rights and dignity of the woman and the failure of the ICD to ensure that the alleged perpetrator of this repulsive crime is brought to justice; and
4) calls on the Ministers of Police and Justice and Constitutional Development to institute an inquiry with regard to the failure of the Tlhabane Police Station to open a case of rape against the police officer and the failure of the ICD to prosecute the alleged perpetrator of this repulsive and inhuman crime, particularly by people who are charged with the important national duty of protecting and serving our people and within a police station where our people should feel safe and protected.
