I hereby move without notice:
That the Council -
1) notes that the parents of two-year-old Petronella Geyser, whose body was found dumped in the bushes in Happy Valley near the informal settlement close to Mfuleni in Cape Town on 4 November 2010, were arrested on suspicion of being involved in the rape and murder of the toddler on Monday, 23 May 2011;
2) further notes that the toddler's father, Charles Williams, and his wife, Patricia Geyser, were first arrested for neglect and abuse after it took them seven hours to report their daughter missing and were released on a warning after appearing before the Blue Downs Magistrate's Court;
3) takes this opportunity to condemn in the harshest possible terms the brutal and heartless killing of Petronella Geyser; and
4) calls on the investigating team and the justice cluster to ensure this case is expedited to send a clear message to any person who ever thinks of abusing and violating the future generation of our nation that such cruel and heartless deeds shall not be tolerated and our police and justice system will pursue them until they face the full might of the law.
