The Parliamentary Oversight and Accountability Model aims to assert Parliament's oversight role to enhance democracy. Provisions in the Constitution, 1996 mandate the National Assembly to provide mechanisms to ensure that all executive organs of state in the national sphere of government are accountable to it; and to maintain oversight of the exercise of national executive authority and any organ of state. The National Council of Provinces' role is to exercise oversight over the national aspects of provincial and local government.
