The CEO had met only with the management committee and not with staff members. . Training and staff development needs were not being addressed. Staff members within the research units of the Commission do not have proper resources to enable them to perform their duties efficiently and effectively. . There is a lack of proper communication between the CGE's National Office and the provincial managers. . The annual programme of action has never been implemented and there is no follow-up on the one that is presently adopted. . Issues relating to staff members' benefits had not been addressed.
