Similarly, many of the problems raised in the reports were identified in the report of the Ad Hoc Committee on the Review of Chapter 9 and Associated Institutions to the National Assembly in July 2007 and are not unique to the CGE. Many of its conclusions and recommendations, specifically those relating to the need to address outdated enabling legislation, to ensure the timely appointment of commissioners when vacancies arise and to establish clear lines of command and authority, particularly among commissioners and the secretariat, remain pertinent. To the best of the Committee's knowledge, the only recommendation that the National Assembly has adopted led to the establishment of a parliamentary unit to co-ordinate all interaction between the National Assembly and the state institutions responsible for strengthening democracy.
