In many areas, however, our dedicated efforts have been hamstrung, firstly by the length of time it has taken to transfer some 82% of all fisheries-related legislative functions to the Department of Agriculture, Forestry and Fisheries and the Department of Environmental Affairs, and secondly by officials who are either opposed to implementing, or incapable of understanding the urgent need to implement, the developmental objectives of the state as envisioned in the New Growth Path strategy.
