An expression of human solidarity is meaningless if the right to administrative justice is not respected. There can be no excuse for the breakdown of our appeals system during the period 2007 to 2009. Huge backlogs built up in all the provinces, causing hardships to many. We are happy to report to the House that during 2010 the Appeals Tribunal became fully functional and considered over 41 000 appeals [Applause.] By September this year we will have dealt with the appeals backlogs.
