Dr Edwin Ritchken, Strategic Project Advisor: DPE, reported that the DPE had developed a procurement policy to entrench supplier development in each transaction. A procurement policy had been designed to enable fleet procurements. The objective was to enable procurement that was long term and that went beyond the capabilities of the balance sheet. These might therefore require government support as they went beyond an SOE's mandate. Such procurements might impact on the broader economy. Progress was being made in the development of the system. There was a profoundly different normal supply procurement procedure. The policy had been completely re- engineered.
