4.1 To convene a meeting with SALGA, the Department of Energy and Eskom to discuss the progress on rural electrification and that Eskom should appear before the Committee in 2011 to present the funding model for the capital expansion programme. 4.2 To convene a meeting with the Department of Mineral Resources and the Department of Justice and Constitutional Development to discuss the possibility of criminalising copper and electricity theft and the classification of copper as a precious metal. 4.3 To investigate and find a solution to the conflict between PRASA and Transnet. A meeting with the Portfolio Committee on Transport should be convened before the end of 2010. Furthermore, the Committee urged Transnet to play a critical role in developing rural communities through building infrastructure and networks. The Committee also resolved to monitor the promotion of local content and manufacturing in Transnet. 4.4 To convene a joint meeting with the Portfolio Committee on Defence and Military Veterans and other relevant departments to discuss what is regarded as sovereign and what is regarded as strategic within the defence industry. The Committee further resolved to convene a meeting with Denel to specifically discuss the future of DSA and to undertake an oversight visit to Denel operations at OR Tambo International Airport and to monitor the progress of the turnaround strategy. 4.5 That SAA should keep Parliament informed on progress regarding the outcome of the criminal investigation on the KPMG forensic report. The Committee was impressed with the financial results and the success of the turnaround strategy. 4.6 To convene a joint meeting with the Portfolio Committee on Communications to investigate how to resolve the issue of the Electronic Communications Service Licence that is impacting negatively on Infraco in delivering its mandate optimally. 4.7 To convene a meeting with the Department of Rural Development and Land Reform, the Department of Agriculture, Forestry and Fisheries; and the Portfolio Committee on Agriculture, Forestry and Fisheries and the Portfolio Committee on Rural Development and Land Reform to resolve the slow pace of land claims affecting Safcol. A meeting should also be convened with the DPE to determine the future of Safcol as there was uncertainty whether it would be privatised.
