The Portfolio Committee noted that that had meant that Minister Ednah Molewa, MP, hereinafter referred to as the Minister, who was appointed as political head of the Department towards the end of 2010, not only inherited the leadership crisis, but had also since then worked with a senior management echelon who were mainly acting in their positions. The Minister had acted swiftly and decisively to bring this unacceptable state of affairs to finality. However, the Portfolio Committee noted and was aware of the fact that disciplinary processes in Government were notoriously slow and acrimonious because of the legal framework in which they were conducted. The Minister had also taken further necessary steps to decisively deal with this matter, for example, by replacing the whole Bid Committee with an interim Bid Committee.
