So, as was reported in the previous financial year, the proposal by an organisational structure review to separate the Policy and Regulatory Branch to create two (2) branches had been put into effect. Therefore, the 2011/12 budget structure reflected that proposal. However, the organisational structure did not contain that change as the Department awaited the outcome of the business re-engineering exercise. The vacancy rate was reported to be at 15.7 % or 1457 of the 9247 established posts. The Department also reported that it had set an ambitious target to substantially reduce the vacancies. However, the targeted reduction to 14 % during the 2011/12 period was found by the Portfolio Committee to be far from ambitious and unacceptably slow. The Department reported that 624 posts had been advertised. The other vacancies had not yet been advertised, mainly because of the review and re- engineering exercise. Whilst the Committee welcomed the intentions of the Department, numerous problems were raised with the processes adopted and followed in trying to fill these vacancies, in the so-called "blitz" campaign to fill these advertised posts.
