The Department highlighted that it was not complying with the government prescripts of employing 50% women and 2% people with disabilities, as the actual figures stood at 38% and 0.16%, respectively. One of the challenges mentioned was the reluctance by employees to disclose their disability. For the 2011/12 financial year, the Department committed to achieve both targets, whatever difficulties were being faced. However, the Portfolio Committee pointed out that even if all the vacant advertised posts were only filled with women and disabled persons then that target could not be met in 2011. Therefore, the Portfolio Committee was of the view that although the government prescripts must form the basis of the Department's commitment that the Department should compile a business plan indicating how these targets would be met over a reasonable period of time. The Portfolio Committee expressed the wish to engage with such a plan when it had been compiled.
