You cannot vote "No"! [Laughter.]
Deputy Chairperson, there is a fundamental problem in this House. When there is a matter to be voted on, if you ask for "Ayes" and "Noes", that is fine. But if you say, "Is there anybody against?", then one person cannot say, "No"; he cannot speak on behalf of the whole House. If there is a "Yes", he can speak on his own, but the "No" can never be a single person. I think we have got to get our act together in this House. [Interjections.] You should know that!
