The Committee is of the opinion that the PSC, as stipulated in section 196 (5) of the Constitution, is accountable to the National Assembly and performs an oversight over the Public Service. Its incorporation into the Presidency would mean that its independence and impartiality would be lost, as its function would be carried by the executive.
