The other issue, which I want to raise, is that of the urgent need to attend to the parlous state of our roads, particularly in the rural areas of our country. It appears, Mr President, that it is not so much the lack of resources that hampers our ability to repair these roads to a passable and all-weather level, as it is the failure of the system of government across all spheres to maintain them. We hope that one of the priority areas that has been identified, that of infrastructure development, will in particular, pay attention to the urgent need, of not only attending to the potholes in surfaced roads in urban areas, but also to the proper maintenance of rural roads, so that the democratic dividend can also be enjoyed by voters who live in the rural areas of our country, who also exercise the vote.
