The following were observed: . the delegation was satisfied that all seemed to be under control . irregularities identified were being speedily dealt with . the province had not learned from past experience in respect of the power-outages and that not much in the form of contingency plans were in place . In the case of the J E Ndlovu Centre it was uncertain as to the lack of action being taken against other implicated individuals. . the movement of candidates from one examination centre (where they had to register) to another (where they were not registered) was cause for concern.
