The Committee felt that cells were being treated as a prison in that the manager of the cells continuously referred to the detainees as prisoners. The Committee further felt that the conditions in the cells were unsafe as shoelaces, ropes and bags were found inside the cells. The cells were overcrowded as 20 detainees were allocated to a cell that was supposed to cater for 12 people. There was no adherence to the Child Justice Act in that juveniles were being detained for longer periods of time (a year and a half) without regard to alternative measures of detention. Private blankets and towels were found in the cells and the Committee drew the inference that the area was being used as a housing facility. It became clear that the cells were not properly inspected, which might have led to a recent escape of a detainee.
