. The CPF was proactive but not supported by the Provincial Department of Community Safety and Liaison in that it installed CCTV cameras without assistance from the Department. . Due to ineffectiveness of the prosecution, cases were being withdrawn with no substantial reasons. . It was alleged that police members negotiated bribes with detainees in exchange for the withdrawal of cases. . In relation to stock-theft issues, the CPF informed the Committee that they were in the phase of engaging communities to identify challenges. . The CPF was not supported financially to the extent that its members had to pay from their own pockets to finance the activities of the Forum. . The CPF informed the Committee that they were promised stipends but that that never materialised. . Cases were referred to the Investigating Unit but, to date, nothing has been done. . There was no co-operation between the Department of Justice, the Department of Correctional Services and the CPF - in this regard the Committee was informed that since 2005 political assassinations and high profile cases had not been followed up and the community had been raising questions about this issue, but nothing had been done . The Committee was also told that the Stock Theft Unit did not attend CPF meetings irrespective of invitations forwarded to them. . The Committee was further told that the CPF Provincial Board had not been elected for the past eight years.
