The other challenge that was reported to the Committee was of a newly discovered, illegal drug called wunga, which was said to contribute to cases of robbery, theft and housebreaking, as addicts would commit these crimes in order to feed their addictions. Wunga was said to be a mixture of dagga and Anti Retroviral (ARV) medication. The Committee was informed that courts were not accepting wunga-related cases because they did not recognise wunga as an illicit drug. The argument was that ARVs were not illegal drugs, and that people who were found in possession of such drugs were not breaking any law, even though sometimes the drug would no longer be in its original format after it had been crushed or emptied from capsules. That meant that the suspect would have to be charged for possession of small quantities of dagga, which courts often threw out. It was reported that that situation had fuelled the use of wunga in the greater Durban area.
