The general condition of the cells was good, and all seemed to be in order. The station had 17 cells, and there were 17 detainees. Each cell was designed to hold 10 detainees. All cells were functional, except for one which had a problem with a door that could not lock. The Committee was told that the door had been fixed by a locksmith the previous week, prior to the Committee's visit, and the problem had been corrected. However, when the Committee conducted its inspection, the door was not working. A belt was found being worn by one of the detainees, yet the police officials maintained that they conducted hourly inspections. During the last inspection before the Committee conducted its own, there had been no belt. Also found in the women's cell was a headscarf on an elderly female suspect. The police stated that they understood the headscarf to be a sign of respect for senior African women; hence they could not remove it.
